We are experts in both Adoption and Wraparound, and have been providing
out-of-county Wrap for nine years.
With offices in San Jose and
Salinas we have to ability to work throughout Central and Northern California. Some
of the locations we have where we have assisted adoptive families include
the entire Bay Area, San Luis Obispo, King City, Susanville, Santa Rosa,
Crescent City, Lake County, Orange, Los Angeles, San Bernardino, San Diego,
Roseville and Lathrop. Counties for whom we have provided out-of-county Wrap
include San Francisco, Shasta, Humboldt, Lake, Orange, Kern, San Luis
Obispo, Sonoma, Ventura, San Mateo, Monterey, and Santa Clara.
Pooling of Funds:
Adoption Assistance Wraparound funds can be pooled between families with
the same AAP County. (See
ACIN I-91-08). While this is very helpful in many cases it can be a
problem if a particular county only has one AAP Wrap with the provider. The
costs of a Wraparound can only be controlled to a certain degree, and hence
the need for pooling. In the single Wrap scenario there must be tight
controls on the financial domain, because an over expenditure at graduation
of the family can only be covered by other provider agency funds; not
by pooling from other counties.
Family Payment:
The AAP County can choose how to handle the family's normal AAP payment.
Some choose to continue to cut a check for the same amount, with the
remainder of the Level 13 or 10.5 rate going to the Wrap provider (this is
possible on CWS-CMS). Others prefer that Kinship Center receive the entire
RCL rate and pay the family from that amount. Either way works well.
Quarterly Reports:
For out-of-county AAP Wraps, Kinship Center provides quarterly reports,
including revised Family Plans, to the AAP County. Should the County wish,
our Facilitators can attend Wraparound Community Teams to personally report
on progress. |
How to do it:
Because Wraparound is
flexible, and can be structured to meet the needs of local communities,
there are several ways of initiating an out-of-county AAP Wraparound for a
family or families;

A Facilitated Agreement:
The child's AAP County, or CDSS District office, post-adoption staff makes
the initial referral. A decision is made as to whether the situation
merits RCL Level 13 or 10.5 service. An AFTER Facilitator describes the
program to the family and, if they agree, signs a Wraparound Participation
Agreement giving the AAP County permission to pay their AAP funds to the
provider agency at the Wraparound rate. The post-adoption worker has the
family complete the AAP renewal form, specifying AAP Wraparound as the
amount requested. This becomes the date of the family's enrollment, and we
go to work right away.

A Memorandum of Understanding (MOU):
The AAP County may require an MOU for one or more AAP
Wraparounds. We can use the County's preferred format, or provide a
standard template used by other Counties. The procedure above is followed
once the memorandum is mutually signed.

A Contract:
The AAP County may require a contract for one or more families. The procedure above is followed once the contract is
mutually signed. The complication with contracts is that speed of service
delivery is often critical in Wraparound referrals. Contracts take time;
some counties require approval of their Boards; and most do if it is for
an amount above certain dollar figures. The contract also becomes a
"program" requiring the approval of CDSS. This is not onerous but does
require more paperwork. However, if a County anticipates at least 10 AAP
Wraparound slots with the provider agency then a contract makes sense.

Run the Wraparound through a Third Party:
If the AAP County already has one or more SB 163 Wraparound providers then
out-of-county AAP Wraps with Kinship Center can be operated through one of
those providers. The County sends payment to the SB 163 provider who
forwards it to Kinship Center as a sub-contract. Reports and Quarterly
reviews go directly to the County from Kinship Center.
